Tough issues in region
cannot be ignored
Hastings mayor Lawrence Yule responds in the amalgamation debate.
I was disappointed to read the
comments made by Barbara Arnott
and Alan Dick in last week s paper
on the matter of amalgamation. I
accept they don t agree with my pos-
ition, but we just can t ignore the
many difficult issues facing Hawke s
Bay. I d also like to address the
misconceptions around debt.
Firstly, I want to be crystal clear
about what it is I want to achieve. I
have grave concerns about the
future of our region, our cities,
towns and most importantly our
people. Anybody who cares to look
at our regional performance can
only draw one conclusion, we are
slipping further and further off the
pace. We have major social and
economic challenges ahead and we
are failing to address these.
Our population growth is well
below the national average. From
1996 to 2010 the New Zealand popu-
lation grew by 18.6 per cent com-
pared to Hawke s Bay at 8.4 per
cent. Hastings grew by 13.3 per
cent, Napier by 7.7 per cent, Central
Hawke s Bay by 3.4 per cent and
Wairoa lost 18.6 per cent. On
virtually every social indicator,
Hawke s Bay is in the bottom quar-
tile and in a number we have sadly
slipped to the bottom of the heap.
Our population is ageing at an
alarming rate, our youth are leaving
in droves and household incomes
are falling further behind.
Why does this matter? I want our
children and their children to have a
quality life and to build a future
here, rather than losing them to
Perth, Dubai or Wellington.
It s easy to focus on the past, how
well we work together, parochialism
and personalities, but our children
and their future are far more
So what do I want? An indepen-
dent study, which reviews our per-
formance and addresses the econ-
omic, social and environmental
challenges we face. It needs to be
pointed, thorough and unbiased.
Finally it needs to ask one ques-
tion. What is the most appropriate
governance structure to maximise
our region s potential?
Secondly, I must address the debt
issue as for purely political reasons
some are promoting myths.
Currently Hastings has external
debt of $58 million against assets of
$1.5 billion. Napier has external
debt of $6 million against assets of
$1.3 billion. However Hastings has
already paid for its wastewater
plant within current debt levels.

In any restructuring, debt would
stay with the former authority. This
happened when the Hastings Dis-
trict was formed in 1989 and still
operates effectively today.
Lastly, I see no reason why
Napier residents would not continue
to benefit from leasehold land assets
and the like.
So, let s concentrate on the big
picture and the challenges we all
face, rather than the past, petty
myths and playing politics.
